The Facilities Program is administered by the Division of Real Estate Development and Management. The program oversees the construction of public buildings and the operation and maintenance of the Florida Facilities Pool, as well as other facilities and structures managed by the Department of Management Services (DMS). The program provides fixed capital outlay and project management oversight of state facility construction and renovation projects; operates and maintains certain state-owned facilities; provides a variety of administrative services such as private sector lease procurement oversight and review, parking services administration, and facilities bonding; and provides for building security and fire safety.

The program delivers services through six bureaus. 

• Bureau of Property Services administers public and private leasing, ensuring leases are in the best interest of the state. Additionally, this bureau oversees parking services statewide.
• Bureau of Business Support Services performs administrative duties that are in direct support of the Division of Real Estate Development and Management including budget, procurement, and contract development.
• Bureau of Operations and Maintenance is responsible for the daily operations of DMS-managed facilities, providing cost-efficient, accessible, clean, and safe work environments.
• Bureau of Building Construction oversees the construction of public buildings statewide, supplying project management oversight for DMS-managed facilities and for other agencies that may not employ the technical staff to perform these duties. The bureau is responsible for managing Fixed Capital Outlay (FCO) funds appropriated by the Legislature and overseeing the repair and renovation of DMS-managed facilities. Additionally, bureau staff acts as construction managers for other agencies, through client-agency agreements, to manage their encumbered funds and assure contract compliance for their agency's projects.
• Bureau of Building Systems leads the strategic integration of existing building automation systems with the latest technology and provides the technical expertise and vision necessary to modernize the FFP.
• Bureau of Capitol Complex Operations is responsible for the management of all Capitol Complex improvement projects and works closely with the facilities management, grounds, and custodial crews, as well as the reservations team, to ensure smooth operations during each legislative session.

The department maintains an inventory of state buildings, including their usage, condition and maintenance needs. Each year a State Facilities Inventory Report is provided to the Legislature and Governor which identifies the state's building needs and, in conjunction with the Department of Environmental Protection (DEP), includes a list of state-owned real property and facilities recommended for disposition. The information is provided to DMS via the Facility Inventory Tracking System (FITS), a component of the Florida State Owned Lands and Records Information System (FL-SOLARIS), which is administratively housed at DEP. The information received from agencies by June 30, provides the foundation data used for development of the report and plan. The strategies included in the plan focus on utilizing availability within the Florida Facilities Pool, renegotiating private leases to achieve deeper lease cost savings and optimizing the state's real estate portfolio.

The Florida Facilities Pool consists of all state-owned buildings under DMS jurisdiction at the time the pool was created in 1985 and buildings the department has since constructed or acquired using revenue bonds. Tenants in Facilities Pool buildings pay a uniform rental rate, meaning that each tenant pays the same amount per leased square foot regardless of building location. Facilities Management establishes the rental rate to cover debt service on the revenue bonds, capital depreciation reserves, and its operations and maintenance costs for pool facilities.

According to the program's Fiscal Year 2019-20 performance data, the department's average full service rent-composite cost per square foot ($17.18) is less than the average private sector full service rent-composite cost per square foot ($23.02) in markets where the department manages office facilities. The gross square feet of state-owned office space occupied by state agencies was approximately 19 million square feet and the net square feet of private sector office space occupied by state agencies was approximately 5.6 million square feet.
