Since the Bright Futures program was created in 1997, Florida's high school graduates have improved their academic preparation and more of them are going on to college in Florida. The largest gains have occurred among minority students. Bright Futures scholarships contribute to this improvement by offering students financial incentives for good academic performance and preparation. The Legislature has several options that could help control the growth of the program or encourage further improved preparation, including changing eligibility requirements, changing the award structure, and changing renewal requirements.
