Health Care Study: Florida Department of Corrections

Report Summary

The 2019 General Appropriations Act directed the Office of Program Policy Analysis and Government Accountability (OPPAGA) to contract with an independent consultant to conduct a review of inmate health care services in order to compare the cost-effectiveness of alternative methods of delivering the services. To complete this study, OPPAGA contracted with Carter Goble Associates, LLC, a company that provides consulting services in the areas of criminal justice and correctional facility planning and security. As directed, the study examines the current provision of inmate health care services as well as providing information related to the alternative service delivery models of insourcing, outsourcing, a hybrid insourcing/outsourcing approach which uses elements of both models; and university medical school management of correctional health care.
