Report Summary

  • The economic development incentives and programs offered by the Office of Film and Entertainment, VISIT FLORIDA, the Florida Sports Foundation, and Space Florida represent a wide range of benefits for businesses. These benefits include sales tax exemptions, tourism marketing programs, grants for sports activities, and business financing for the space industry. Stakeholders that responded to OPPAGA surveys or interviews were generally satisfied with the incentives and services offered by these entities.
  • However, for some programs, OPPAGA identified concerns that persisted from previous reviews. These include the need for meaningful performance targets for VISIT FLORIDA and separately, a lack of oversight of professional sports programs’ level of compliance with homeless shelter and minority concessions statutory provisions. In addition, OPPAGA noted several performance issues that Space Florida could address, including improving partnership and outcome data.
