Affordable Housing Programs in Florida: 2025

Report Summary

  • Florida’s housing programs are consistent with 28 state housing strategy policies in that at least one state housing program implements each policy. The two most implemented policies are expending state funds to create new housing stock and addressing the wide range of need for safe, decent, and affordable housing with an emphasis on assisting the neediest persons.
  • State housing programs contribute to the production and preservation of affordable rental properties and homeownership opportunities. Programs administered by the Florida Housing Finance Corporation in the most recent five years have funded 64,907 rental units and supported 37,617 homeowners.
  • State-level entities and local governments coordinate to support affordable housing efforts throughout the state. Some counties and municipalities need more training and enhanced communication with state-level entities.
