Report Summary

  • The six economic development programs under review provided a range of incentives to Florida businesses, state government, local government, state colleges, and state technical centers. These benefits included tax refunds, tax credits, and grants for public infrastructure and workforce training.
  • Participation was low for the Brownfield Redevelopment Bonus Refund Program, Rural Job Tax Credit Program, and Urban High-Crime Area Job Tax Program. The Legislature could consider discontinuing these programs. If the Legislature continues the programs, program administration and implementation could be improved through several agency actions.
  • Applications for the Research and Development Tax Credit Program consistently exceeded the program’s annual statutory limit. Grant recipients across the state used Florida Job Growth Grant Fund Program funds to expand or improve six types of infrastructure and train students in 13 industries. Participation in the Capital Investment Tax Credit Program varied, but active program projects exceeded capital investment and job creation requirements.
