What is the purpose of the program?

The Office of the Commissioner and Administration conducts a range of activities, including executive direction and support services, oversight of security professions and weapons licenses, law enforcement, and water and energy initiatives.  

How is the office organized?

The responsibilities of Office of the Commissioner and Administration are spread across several divisions within the office.
  • The Division of Administration manages the administrative functions of the department and reports to the Office of the Commissioner. The division's responsibilities include personnel management, finance and accounting services, professional and organizational development, information technology support, and general services, including procurement, contract management, and facilities management.
  • The Office of Agricultural Law Enforcement enforces laws governing businesses regulated by the department. Enforcement includes protecting consumers from unfair and deceptive trade practices, protecting Florida's agriculture industry from theft and other crimes, and safeguarding the wholesomeness of food and other consumer products. The office operates 23 agricultural inspection stations on 19 highways going into and out of Florida. At the stations, agricultural law enforcement officers conduct vehicle inspections 24 hours a day, 365 days a year to ensure the safety of Florida's food supply. The office investigates crimes involving agriculture and those occurring on property owned or operated by the Department of Agriculture and Consumer Services. The office helps maintain domestic security, participating in all seven regional Domestic Security Task Forces statewide; partners with federal, state and local law enforcement agencies; and helps coordinate the Domestic Marijuana Eradication Task Force.
  • The Office of Agricultural Water Policy works with agricultural producers, industry groups, the Florida Department of Environmental Protection, the university system, and the Florida water management districts to develop and implement Agricultural Best Management Practices (BMPs) addressing water quality and water conservation. Agricultural BMPs are practical, cost-effective actions that agricultural producers can take to conserve water and reduce the amount of pesticides, fertilizers, animal waste, and other pollutants entering water resources.
  • The Office of Energy is the legislatively designated state energy policy and program development office. The office evaluates energy related data in order to recommend policies and programs that will move Florida toward a more diverse, stable and reliable energy portfolio. The office also uses available state and federal funds to develop and manage energy efficiency, renewable energy and energy education programs throughout the state.
  • The Division of Licensing administers Florida's concealed weapon licensing program and oversees Florida's private investigative, private security, and recovery services industries. The division's regulatory oversight of private investigative, private security and recovery services includes licensing, enforcing compliance standards, and ensuring public protection from unethical business practices and unlicensed activity. 
  • The functions of Executive Direction and Support Services, such as strategic direction and agenda setting, are spread across several offices, including Cabinet Affairs and the Office of Policy and Budget. In addition, funds to this unit support the Division of Administration's responsibilities, including personnel management, finance and accounting services, professional and organizational development, information technology support and general services, including procurement, contract management, and facilities management.
