What is the purpose of the program?

This service maintains the condition of the State Highway System in accordance with Department standards and expands its capacity. Resources contained in this service support: adding capacity to the State Highway System; the routine maintenance of the State Highway System; inspection and rating of state and local bridges; the operation of the state's movable bridges; and enforcement of laws and agency rules that regulate the weight, size, safety, and registration requirements of commercial motor vehicles. In addition, this service provides resources to develop and apply solutions to traffic engineering problems that do not require major structural alterations of existing or planned roadways.

What units make up Transportation Systems Operations?

Transportation Systems Operations includes the following units.
  • The Office of Construction is committed to providing safe and efficient facilities for the traveling public through developing, improving, and disseminating policies, procedures, manuals, guidelines, resources, and training for use by stakeholders to successfully complete construction contracts. The Office of Construction also supports FDOT's District offices as it relates to the construction of projects across the state.
  • The Office of Maintenance develops and provides policies, procedures, training, criteria and standards for the maintenance of Florida's bridges and roadways. The Office of Maintenance's functional areas include Contract Management, Motor Carrier Size and Weight, Performance Management, Program Resources, Roadway Operations and Structures Operations.
  • The Office of Materials ensures that the materials used in transportation construction projects meet the required department specifications. In addition, the program investigates new and emerging technologies to improve the long-term performance of transportation facilities.
  • The State Traffic Engineering and Operations Office provides support and expertise in the application of traffic engineering principles and practices to improve safety and mobility.

Updates

Expansion of Construction Contracts and Transfer of Santa Rosa Bay Bridge Authority.  The 2023 Legislature enacted Ch. 2023-70, Laws of Florida. Taking effect July 1, 2023, among other provisions, this law

  • increases the maximum amount of debt service coverage transferred to the Right-of-Way Acquisition and Bridge Construction Fund from $350 million annually to $425 million annually and increases the maximum term of state bonds using federal appropriations for federal aid highway construction from 12 years to 18 years;
  • authorizes the Florida Development Finance Corporation  to issue revenue bonds to finance the costs of acquisition or construction of a transportation facility by a private entity or construction of a transportation facility by a private entity or consortium of private entities under a public-private partnership agreement;
  • increases from $120 million to $200 million the FDOT's annual cap on the award of contracts using innovative techniques of highway and bridge design, construction, maintenance, and finance; and excludes low-bid design-build milling and resurfacing  contracts from the annual cap;
  • doubles FDOT's annual cap, from $250,000 to $500,00, on the award of contracts for construction and maintenance without advertising and receiving competitive bids for reasons of public concern, economy, improved operations, or safety, and only when circumstances dictate rapid completion of the work;
  • revises requirements for design-build contracts, allowing the FDOT to combine the design and construction phases of any transportation project; authorizes the FDOT to enter into phased design-build contracts in current provisions of law relating to advertising and awarding design-build contracts;
  • transfers governance and control of the Santa Rosa Bay Bridge Authority, the bridge system, and any remaining assets and rights to FDOT; authorizes the transfer of the bridge system to the turnpike system.
