Strategic Business Development

What is the purpose of the division?

The Division of Strategic Business Development provides support for attracting out-of-state businesses to Florida, promoting the creation and expansion of Florida businesses and facilitating Florida's economic development partnerships.

What are the duties of the division?

The division's duties include several economic development functions, such as project development facilitation and support, as well as incentive and grant performance measurement. The division also includes the Office of Film and Entertainment and the Sports Development Program.
In fulfilling these duties, the division contracts with Enterprise Florida, Inc., a non-profit corporation that serves as Florida's statewide economic development organization. The division also partners with Space Florida and VISIT FLORIDA.

How many incentives are paid to businesses each year?

The Department of Economic Opportunity reports that in Fiscal Year 2018-19, it paid $45,134,931.92 in incentives to 214 businesses.

Florida Tourism Industry Marketing Corporation. Chapter 2020-16, Laws of Florida, revises the scheduled repeal of the Florida Tourism Industry Marketing Corporation, or VISIT FLORIDA. The Florida Tourism Industry Marketing Corporation is reauthorized until October 1, 2023.

Regional Rural Development Grants Program. Chapter 2020-30, Laws of Florida, increases the annual maximum grant amounts available to regional economic development organizations from $750,000 to $1 million. It also requires grant recipients to serve or be located in a rural area of opportunity. The bill creates transparency requirements for contracts and agreements that expend funds under the Regional Rural Development Grants Program and the Rural Infrastructure Fund.
