What is the purpose of the commission?

The purpose of the Florida Justice Administrative Commission is to provide administrative services on behalf of 49 judicial related entities, including Florida's 20 state attorneys, 20 public defenders, five criminal conflict and civil regional counsels, three capital collateral regional counsels, and the Guardian ad Litem Office. The commission also provides financial review of billings for services provided by private court-appointed attorneys representing indigent citizens and associated due process vendors.

How is the commission governed?

The commission is comprised of two state attorneys and two public defenders, who are appointed by their respective professional associations, the Florida Prosecuting Attorneys Association, and the Florida Public Defender Association. The commission employs the executive director.

What activities are performed by the commission?

The commission's activities include the following.

  • Accounting Services processes disbursement and revenue transactions for the agencies served in the areas of: operations, due process, civil commitment, ordinary witness funding requests, and juror cost distributions. It reviews disbursements and revenue transactions for accuracy and compliance with applicable statutes and state rules.
  • Budget Office coordinates and processes the Long Range Program Plan for the commission and each budget office's Legislative Budget Request annually. It also provides technical assistance to 54 budget offices that the commission administratively serves.
  • Financial Services is the financial support system for the commission internally, the 49 offices administratively served by the commission, and the court-appointed payment processing arm. 
  • Due Process Vendors is a list of experts who are available and willing to provide examinations and expert testimony in proceedings relating to the civil commitment of sexually violent predators. While the commission does not verify the professional qualifications of persons listed on the registry, s. 394.932, Florida Statutes, requires the commission to list the name and contact information of all persons holding themselves out to be qualified to provide examinations and expert testimony upon request.
  • Public Meetings are also held to discuss regular commission business.
