What is the Florida Gaming Control Commission?

The Florida Gaming Control Commission was created in 2021 as an independent entity administratively housed within the Department of Legal Affairs, Office of Attorney General.  The commission consists of five members appointed by the Governor and confirmed by the Senate for terms of four years. The commission is directed to

  • exercise all regulatory and executive powers of the state on all forms of gambling authorized by the State Constitution or law including pari-mutuel wagering, card rooms, slot machine facilities, and the oversight of gaming compacts under the federal Indian Gaming Regulatory Act but excluding state lottery games authorized by the State Constitution;
  • ensure state laws are not interpreted to expand gaming;
  • refer criminal violations of state gaming laws to the appropriate state attorney or to the Office of Statewide Prosecution, as applicable; and
  • review any matter within the scope of jurisdiction of the Department of Business Services' Division of Pari-mutuel Wagering.

How are these activities funded?

Chapter 2022-179, Laws of Florida, provides the daily license fee revenues collected to be used to fund the operating cost of the commission. Additionally, the slot machine license fee, the slot machine occupational license fee, and the compulsive or addictive gambling prevention program are used to fund the commission’s operations and to provide funding for relevant enforcement activities.

Updates

In May 2022, Governor DeSantis appointed the five members to the commission. The members are

  • Julie Imanuel Brown; 
  • John D'Aquila;
  • Chuck Drago;
  • John MacIver; and
  • Michael Yaworsky. 

In July 2022, the commission held two meetings. Carl Herold was selected as the Division Director of the Division of Gaming Enforcement.
