What is the purpose of the department?

The Department of Management Services (DMS) is the business arm of state government. The department's primary mission is to support other state agencies as well as current and former state employees with workforce and business-related functions so that agencies can focus on their core missions as defined in law.

What are the major responsibilities of the department?

DMS is divided into two major services areas: Business Operations and Workforce Operations.

Business Operations includes five units.

  • State Purchasing develops and oversees the procedures under which agencies purchase commodities and services.
  • Real Estate Development and Management oversees the construction, leasing, and operations of buildings in the Florida Facilities Pool in addition to managing private leasing for the state.
  • The Division of Telecommunications oversees contracts to provide telecommunications and technology services, such as voice and data services, provides contracting, volume procurement, and competitive bidding, to state agencies, local governments, and other public entities. The division also coordinates and manages public safety communications throughout the state.
  • Fleet Management and Federal Surplus Property manages motor vehicle operations in addition to acquiring and disposing of surplus federal property.

Workforce Operations includes four units.

  • Human Resource Management provides guidance and technical assistance to state agencies in the effective administration of our state's human resource system and represents the Governor as public employer in collective bargaining activities.
  • People First oversees and monitors contractual compliance for the state's secure, web-based human resource information system and services.
  • State Group Insurance offers and manages the state's health and welfare insurance benefits.
  • Retirement administers retirement, disability, or death benefits to state retirees or their beneficiaries.

Does the department house any independent entities?

DMS administratively houses three independent entities, including the Florida Commission on Human Relations and the Public Employees Relations Commission. In addition, the Division of Administrative Hearings is statutorily housed within the department.

Updates

Private Prison Administration. The 2023 Legislature enacted Ch. 2023-268, Laws of Florida, which amends Ch. 944, Laws of Florida, and transfers all power, duties, functions, records, personnel, associated administrative support positions, property, administrative authority, and administrative rules relating to private correctional facilities from the Department of Management Services to the Department of Corrections.

Florida Retirement System Changes. The 2023 Legislature enacted Ch. 2023-193, Laws of Florida, amending several aspects of the FRS retirement system, including changes to the retirement age for Special Risk Class Members and modifications to the Deferred Retirement Option Program. Additionally, the bill increases the monthly retiree health insurance subsidy and increases the allocation to investment plan accounts by 2% for each membership class in the investment plan.
