The Division of State Human Resource Management supports the state executive branch agencies' personnel system through the development of human resource policies and the provision of technical assistance, training, and information to executive branch agencies.

The division develops and supports a human resource infrastructure for the State Personnel System based on uniform policies, employment laws, practices, and strategies. The division manages the Career Service System, the largest primary personnel system within the SPS, as well as the Selected Exempt Service and Senior Management Service Systems. As required by Article III, Section 14, of the Constitution of the State of Florida, the division also represents the Governor as the chief labor negotiator negotiating wages, hours and terms and conditions of employment with six labor unions covering 13 collective bargaining units.
In addition, the division provides human resource program guidance, including training and professional development opportunities for HR professionals, to assist state agencies with the proper administration of state and federal requirements. It also serves as a conduit for human resource initiatives and resolution of issues and helps avoid inefficiencies in the delivery of human resource services in state agencies. The division also provides policy guidance for programming the human resource information system, People First.
