What is the purpose of the department?

The purpose of the Department of Transportation is to provide a safe statewide transportation system that promotes the efficient movement of people and goods, supports the state’s economic competitiveness, prioritizes Florida’s environment and natural resources, and preserves the quality of life and connectedness of the state’s communities.

What activities are performed by the department?

The department's activities include the following.

  • Central Office Planning provides the foundation for programming and project delivery through innovative planning and effective outreach that will strategically advance the best transportation solutions at the right time.
  • Construction develops, improves, and disseminates policies, procedures, manuals, guidelines, resources, and training for use by stakeholders to successfully complete construction contracts.
  • Emergency Management coordinates the agency's overall response to disasters and emergencies affecting Florida's intermodal transportation system.
  • Florida’s Turnpike Enterprise, a business unit of the Florida Department of Transportation, employs private sector business practices to operate its system of limited-access toll highways for the benefit of Florida’s traveling public.
  • Maintenance develops and provides policies, procedures, training, criteria, and standards for the maintenance of Florida's bridges and roadways.
  • Modal Development facilitates and promotes the safe and efficient movement of people and goods by rail, sea, air, aerospace, and road through the divisions of Aviation, Public Transit, Spaceport, Freight and Rail, and Seaport.
  • Program Management develops and provides policies, procedures, training, and guidance to support the design, construction and maintenance of Florida roads and bridges.
  • Strategic Development oversees the statewide planning process from plan development to implementation and performance monitoring, multimodal planning and operations to move people and goods, and SunRail. It includes the Office of the Chief Planner and the Modal Development Office.
  • Traffic Engineering and Operations provides support and expertise in the application of traffic engineering principles and practices to improve safety and mobility.
