As directed by the Legislature, the Office of Program Policy Analysis and Government Accountability (OPPAGA) and the Office of Economic and Demographic Research (EDR) completed detailed analyses of state economic development programs. OPPAGA evaluated each program for effectiveness and value to the state's taxpayers. EDR evaluated and determined the economic benefits, as defined in s. 288.005, Florida Statutes, which is more commonly referred to as return-on-investment, of each program. The evaluations included projects that received program incentives during at least one year of the evaluation period-Fiscal Years 2009-10, 2010-11, and 2011-12.
Seven programs were included in the OPPAGA and EDR reviews.
